| The Russian Federation believes that the ongoing conflict that involving Sudan, South Sudan, and
the disputed Abyei region should be resolved by the parties directly concerned, rather than
through external interference As recently demonstrated in their voting during a previous security
council meeting, the Russian Federation does not support calls for an immediate cease-fire in
Sudan. This issue should be resolved between the two warring factions - the Sudanese Armed
Forces (SAF) and the Rapid Support Forces (RSF). The Russian Federation maintains that the
legitimate government of Sudan bear responsibility for internal affairs and that the United Nations
should refrain from intrusion into the country’s domestic politics.
Regarding South Sudan and the influx of refugees resulting from the conflict in Sudan, the Russian Federation believes that the government of South Sudan olds primary responsibility for managing its displaced population. The Russian Federation does not support humanitarian intervention or excessive influence from the United Nations, strong bilateral relations it maintains with both states, the Russian Federation remains willing to provide assistance. This belief principle also extends to the embargos imposed on South Sudan. The Russian Federation views this as a punitive measure that should be lifted. The Russian Federation recognizes the conflict between Sudan and South Sudan over the region of the Abyei region. This dispute should be discussed and solved by both countries internally, without external interventions or influence. | |

| The Russian Federation views the escalating conflict between Israel and the Islamic Republic of
Iran as a serious threat to international peace and regional stability. The April 2024 Israeli strike on
Iran’s consulate in Syria, followed by Iranian missile retaliation and US–Israeli attacks on Iranian
nuclear facilities, represent a dangerous cycle of escalation and a violation of state sovereignty.
Russia emphasizes that such actions violate UN Charter and risk causing serious widespread
humanitarian and environmental consequences.
The Russian Federation has long maintained that stability in the Middle East depends on respect for international law and multilateral diplomacy. The withdrawal of the United States from the Join Comprehensive Plan of Action (JCPAO) in 2018 dismantled key mechanisms of non-proliferation and contributed directly to the current crisis. The IAEA has repeatedly warned that attacks on nuclear facilities violate global safety norms and threaten civilian populations. The Secretary- General has also cautioned that “the window to prevent a catastrophic escalation between Iran and Israel has been narrow.” Russia calls for an immediate ceasefire and urges all parties to exercise restraint in accordance with the UN Charter. Moscow also advocates for a UN-facilitated regional dialogue including Iran, Israel, and Arab states to establish mechanisms for de-escalation. Peace and stability in the Middle East cannot be achieved through military actions. The Russian Federation reaffirms its commitment to multilateral diplomacy, non-proliferation, and respect for international law as the only way to achieve long-lasting regional security in the Middle East. | |

| The Russian Federation views the current crisis in the Gaza Strip as a culmination of decades of
political tension, occupation, and failures within international law. Since 2023, the violence
between Israel and Hamas has claimed tens of thousands of lives, and the humanitarian
situation in Gaza has deteriorated to famine. Moscow underscores that all parties must
immediately end attacks on innocent civilians and respect prohibitions of forced displacement
and inhumane treatment of protected civilians as outlined by International Humanitarian Law .
Israel’s blockade of Gaza and the denial of essential humanitarian aid have created a severe
humanitarian crisis that demands urgent global action through the United Nations.
The United Nations Security Council has met repeatedly since the escalation of the crisis in Gaza but has faced deadlock due to the use of veto powers. The Russian Federation and the People’s Republic of China vetoed drafts that either failed to include calls for a humanitarian ceasefire or neglected the broader political roots of the conflict. With the Russian Federation’s support, passage of Resolution 2728 was made possible, demanding a ceasefire and the release of hostages held by Israel and Hamas . The Russian Federation maintains its support for the implementation of previous UN resolutions affirming the right of the Palestinian people to self-determination and statehood within the pre-1967 borders. The Russian Federation supports the creation of an independent Palestinian State and stands ready to facilitate the diplomatic processes necessary to achieve this objective, while emphasizing that any solutions must emerge from inclusive negotiations and cannot be imposed externally . The Russian Federation recognizes the fragility of ceasefire agreements made between Israel and Hamas and implores all Member States to refrain from unilateral military action or arms transfers that may exacerbate tensions in the Middle East. We maintain our long-standing support for a two-state solution and remain committed to a multilateral approach that prioritizes international law and civilian protection. | |
