| The Kingdom of Spain understands that lasting international peace is heavily dependent on global disarmament. Spain recognizes that reducing nuclear and conventional weapons is needed to thwart future conflicts and build global peace. Based on diplomacy, Spain is firmly committed to promoting disarmament at all levels. Spain is truly a supporter of the global disarmament plan and is a State Party to significant treaties. These include the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Comprehensive Nuclear-Test-Ban Treaty (CTBT), and the Arms Trade Treaty (ATT). It also upholds the Chemical Weapons Convention (CWC) and the Biological Weapons Convention (BWC). Spain actively advocates for the widespread implementation of the ATT and the implementation of the PoA to inhibit arms trafficking Domestically, Spain is one of the EU’s strictest arms export control systems through the inter-ministerial Board on Foreign Trade of Defense and Dual-Use Material (JIMDDU). This is to ensure compliance with humanitarian laws. Regionally, Spain is in collaboration with the EU and NATO to strengthen transparency and to prevent future arms races. Overall, its participation in UN peacekeeping is a testament to its deep commitment to diplomacy-based peace. Spain’s key priorities include: 1. Advancing multilateral treaties by prioritizing universal ratification and supporting a Fissile Material Cut-off Treaty (FMCT). 2. Enhancing transparency and verification in arms reporting under UN supervision. 3. Strengthening global cooperation to address emerging threats such as autonomous weapons and cyber warfare. 4. Integrating disarmament into sustainable development, emphasizing that military spending diverts vital resources from human progress. Spain reaffirms that genuine security is built on dialogue and cooperation, not armament. | |

| Spain reaffirms its commitment to multilateralism and the rule-based international order as the foundation for shared peace and prosperity. The illicit circulation of small arms and light weapons fuels instability, depravity, and humanitarian crises. Spain supports robust international assistance to states in tracing, collecting, and dismantling illicit arms flows, including capacity- building, information-sharing, end-user verification, and public transparency of cross-border transfers. Spain further insists on strict adherence to licensing regimes and denial of arms to actors implicated in grave human rights violations. Spain views disarmament as a driver of development. Diverting national resources from armament to economic, social, and scientific investments advances security more durably than military competition. Energy research, food security, and health innovation must replace escalatory weapons programs. Diplomacy, not force, should resolve disputes. As an EU Member State and firm supporter of international law in outer space, Spain calls for codified norms and principles of responsible behavior to reduce emerging space threats and preserve space for exclusively peaceful purposes. Entering a new era, Spain urges all states to choose transparency, restraint, and cooperation, building a legacy of stability and human advancement rather than renewed cycles of armed confrontation. | |

| The role of the United Nations in using globalization and interdependence by means of development is crucial. By promoting interdependence between nations and facilitating fair trade, all nations involved are able to benefit- although these benefits are often not shared equally. A nation practicing globalization might see their collaboration as mutually beneficial, but it may subsequently cause more harm than good in another. While in practice interdependence and globalization have mixed results, being exposed to different cultures, social practices, and economies via interdependence on other nations provides new perspectives and opportunities for all parties.This gained perspective and new ideas can lead to further development on all fronts within a country. The United Nations encourages interdependence and globalization to create opportunities for development within Member Nations. The United Nations has repeatedly and continues to take action toward interdependence and globalization to encourage development. The UN has encouraged the removal of trade barriers to further promote cooperation and interdependence between nations. Moreover, the UN promotes peace and justice between nations, making interdependence and globalization far easier. With a middle ground like the UN to help solve disputes, countries are more willing to become involved in business with others. The UN openly promotes trade between countries and offers universal standards to guide ethical and fair practices. As a member of the European Union, Spain firmly believes in the value of interdependence. Spain is a nation consistently working to gain foreign support by gaining foreign investment. Foreign investment in Spain is used to further development within the nation by funding projects in different industrial services and energies. Moreover, Spain frequently works with nations outside of their trading bloc with major global actors like China. Spain and China are deeply involved in trade with one another and collaborate on technological research. Spain works with a number of nations, both inside and outside of the EU, to develop its defense, economy, services, and more. To better foster interdependence between nations, the delegation of Spain proposes decreased trade barriers between the EU and outside nations. By reducing trade barriers- both tariff and non-tariff- free trade between nations will be far easier therefore encouraging the flow of goods and services between nations. With a more open economy, the chance of political strife will be decreased, therefore encouraging further globalization. | |

| One of the few things that all humans share is the Earth. Earth is home to life as we know it, and yet year after year it seems more unlikely it will be able to sustain the life we know. Our climate is in a serious state of declination and worsens by the minute. Without making changes to our lives- and major ones at that- the home we all share will become inhospitable. It is vital that Earth and its climate are taken care of in order to preserve the lives of this generation and the ones to come. The United Nations have been a part of many major environment-focused movements including the ban of leaded gas and keeping our oceans free of plastic. By banning leaded gas, tetraethyl in lead can no longer affect our planet based on how much fuel is consumed. Our oceans, which provide a large fraction of the Earth’s oxygen and food supply, have also benefited from UN action. Plastics and other pollutants found in oceans correlate to the amount of greenhouse gases in our atmosphere. By working to eliminate waste in oceans, the UN is working to keep global temperature from further increasing. Spain believes aggressively in the need to reduce greenhouse gas emissions to avoid further harming the climate. Spain’s 2030 climate goals include reducing greenhouse gas emissions 32% from 1990, as well as increasing renewable energy. Spain is working to make transportation more sustainable for the environment and reduce waste and pollutants that contaminate water supply. Spain is dedicated to becoming one of the leading members of the European Union in renewable energy, using a majority of New Generation EU funds in order to fund projects researching green energy. Spain recognizes the importance of climate protection and knows that changes need to be made in order to better the state of the Earth’s climate. By making changes to limit carbon greenhouse gas emissions and funding renewable energy research, Spain is intentional in reducing their impact on the climate. To lessen Spain’s impact on global emissions, the delegation suggests reforming the public transportation system. By renovating the public transport system to be more effective, user-friendly, and accessible, more people will be willing to use public transportation methods instead of taking a car. If the amount of street-transportation can be decreased, Spain will see a massive drop in greenhouse emissions caused by the transportation industry. | |

| Access to self-determination has the potential to drastically improve the status of living of a multitude of groups of people as economic and social policies become cultivated to their specific needs. The Kingdom of Spain stands with those fighting for region-specific self-determination while recognizing the importance of state bodies and their right to maintain sovereignty within their borders. Through the decentralization of governing bodies and executive, legislative, and judicial powers, there is an increased collaboration to increase equitable opportunities and standards of care among their constituents. Such an organization of power simultaneously ensures the mitigation of large scale conflicts as it permits regional based solutions and perpetuates a sense of international diplomatic relations. Self-determination has been a historical foundation for many communities as different states seek to respect the sovereignty of others through rulings such as the 1960 Declaration on the Granting of Independence to Colonial Countries and Peoples which states the importance of self determination in the perpetuation of economic, social, and cultural equity. The Kingdom of Spain also recognizes that while self-determination is vital to the longevity of sovereign statehood, the current state of self-determination for a multitude of peoples on a global scale is deplorable in nature and must remain a center focus of this body and the United Nations. With recent expanding threats to the self-determination of certain groups, the United Nations has been able to effectively pass 79/163, The Right of the Palestinian People to Self-Determination which sought to reaffirm the palestinian people's right to self determination and ensure the United Nations members emphasize the importance of this practice. At a time when self-determination is more important than ever, the state of self-determination is reportedly worsening and must be addressed by this body immediately | |

| The current state of the situation of women and girls in rural areas is reprehensible and continues to pose a significant challenge to the global community in terms of resolution. While there has been a high degree of improvement through a number of resolutions enacted by the United Nations, there is still a significant amount of work to be done in terms of healthcare equity, education equity, employment equity, and protection overall. These disproportionate barriers require the United Nations to prioritize this topic, and in particular, the Third Social Committee in ensuring a higher quality of life for all constituents. This committee should continue to build off previously established UN frameworks like the Beijing Declaration and Platform for Action to establish a standard to ensure equity and improvement in the situation of women and girls in rural areas. With a multi-faceted approach targeting the current healthcare disparities, educational disparities, and vocational training for these communities to allow for a much needed improvement in the current system. | |

| The use of illicit drugs is an issue that torments the world. It will not go away until we work together to make it go away. Many of the new drugs that have emerged during this century are derived from synthetic chemicals, slowly shifting away from plants like poppy, coca, and marijuana, making them more addictive than before. The Kingdom of Spain is one the nations that is most affected by the use of synthetic drugs in Europe. Approximately 15% of the population has used an illicit drug, one of the highest rates in the European continent. Spain is a strategic entry point for drugs that are destined for the rest of Europe. The Kingdom of Spain believes in protecting our citizens from this crisis, and supporting those engaged with the illicit drug market as a way to sustain themselves and their community which is why we fully support the use of alternative development as a method of drug control. Investing in this alternative will be the easiest way to mitigate this drug problem and all the consequences from it. According to the UNODC, growing illicit crops often helps small rural farmers cope with food shortages and the unpredictability of agricultural markets, however, in some countries, farmers have become employees of large commercial farms owned by drug traffickers. Governments make their precarious socioeconomic situation worse by criminalizing all drugs. By shifting agriculture from drugs to crops for food, cattle, and the industrial market, it incentivizes trade and collaboration amongst nations and decreases system-related crimes, supporting peace and unity. It is up to us to work together and come up with solutions that are stable enough to last throughout the years. The delegation of Spain looks forward to working with the members present to make this world more equitable for all. | |

| Early prevention is the best cure to any problem. As a society not only does it make us aware of
it, it helps us come up with solutions for it before it is too late. Thousands of people across the
globe die due to drug abuse, that is thousands too many. On average, drug deaths are
increasing worldwide, making this crisis of drug use highly critical. The European Monitoring
Centre for Drugs and Drug Addiction (EUDA) stated that Spain’s death from drugs has increased
significantly in the last decade. This is also the case for many other European countries. Drugs
are created at a faster rate than what it takes to build a framework to combat the previous new
drug. The Kingdom of Spain promotes comprehensive and scientific evidence-based early
prevention through national and global strategies that focus on a life-course approach, health
equity, and multi-sectoral collaboration. Spain's public health policies emphasize evidence-based
early prevention for addiction and mental health disorders to address drug use among youth by
implementing science-based prevention programs in educational settings. Mental health
prevention is integrated into public policy, with a focus on children and young people, as
outlined in the European Union's mental health initiatives, which Spain supports. Early
intervention is the best way to prevent any drug epidemic; this requires investment in research
to accurately create achievable goals for all. The sooner we produce evidence that early
prevention is the best way to save the lives of our citizens from drug abuse, the less lives will be
lost to it.
