Topic: Reducing space threats through norms, rules and principles of responsible behaviours

The Republic of Poland has consistently supported international initiatives that aim to reduce space threats through norms, rules, and principles of responsible behaviours, including co-sponsoring United Nations General Assembly (UNGA) resolutions A/C.1/75/L.45/Rev.1 (23/10/2020), A/C.1/76/L.52 (14/10/2021), and A/C.1/78/L.15/Rev.1 (25/10/2023). The Republic of Poland’s support for these resolutions reflects our strong commitment to the preservation of outer space as a territory of peace and international cooperation. The First Committee has a vital role to play in advocating for transparency and building consensus on responsible behaviours in outer space, especially in the absence of legally binding instruments.
The Republic of Poland encourages the continuation of collaboration with the Open-Ended Working Group (OEWG) on reducing space threats as mandated by the UNGA resolutions A/RES/78/20 (6/12/2023) and A/RES/78/238 (28/12/2023). The Republic of Poland supports strengthening the abilities of the OEWG’s UN Global Mechanism for Cyberspace Governance in order to reduce space threats. Furthermore, Poland advocates for enhanced cooperation between the First Committee, the Conference on Disarmament (CD), and other relevant UN bodies to ensure policy progress on the Prevention of an Arms Race in Outer Space (PAROS) agenda.

Topic: The illicit trade in small arms and light weapons in all its aspects

The Republic of Poland recognizes the transfers of Small Arms and Light Weapons (SALW), but does not support it as it is seen as a threat to international trade and the general peace in security, economically, and social development. Because of the rise in uncontrolled SALW advancements there is a higher possibility of terrorism, armed conflicts, and overall crime rates which can become a threat to global development attempts. Poland is committed to promoting more international frameworks that have effective cooperation and commitment to stop the illegal trade of SALW. Poland supports and participates in international initiatives like the Arms Trade Treaty (ATT) and the United Nations Program of Action of SALW as a member of the international community that is committed to disarmament and non- proliferation. The Republic of Poland supports a strategy that deals with the supply and demand side of illegal arms trade through regulation, transparency, enforcement, and development. Poland is strongly in favour of international cooperation in strengthening national controls to hopefully prevent SALW from causing conflicts, especially in areas that are already at a higher risk. The Republic of Poland emphasizes its commitment to having support to deal with the illegal trade in SALW to address the issues caused by it, and to promote disarmament and security in hopes member states cooperate.

Topic: Role of the United Nations in promoting development in the context of globalization and interdependence

The Republic of Poland believes that the United Nations (UN) plays an important role in helping countries progress in a globalizing world. As the world is becoming smaller due to overseas connections becoming quicker and more secure, it also poses issues no single state can address alone. The Republic of Poland believes that the United Nations helps states come together to combat poverty, improve education, and encourage fair economic development. Through the UN 2030 Agenda for Sustainable Development, Poland is inclined to make and universalize development. Offering a chance to developing or small nations to integrate into the global economy and benefit as well as receive help. The Republic of Poland wishes that all nations cooperate so that globalization shall benefit everybody and not the privileged few. Through the UN, countries have succeeded in sharing information and collaborating towards a better future.

Topic: Protection of global climate for present and future generations of humankind

The Republic of Poland understands the climate has to be protected in the interest of the future of current generations. Since climate change is something that affects everyone, no country can overcome it alone. This is why the Republic of Poland has collaborated with the United Nations (UN) and their campaign to bring together states in the war against climate change. Part of the Paris Agreement and UN's Agenda 2030 for Sustainable Development, the Republic of Poland is committed to reducing pollution, promoting the use of renewable sources of energy, and growing the economy in a way that does not harm the environment. The Republic of Poland also believes that all countries, small or large and developing or otherwise, should be in a position to participate and benefit from clean energy as well as green technology. In its country, the Republic of Poland focuses on movement away from coal as a major energy resource and towards the use of cleaner energy sources such as renewable resources and wind/solar energy.

Topic: Universal realization of the right of peoples to self-determination

The Republic of Poland, as a state that has faced many instances of authoritarian control, understands and acknowledges a country’s right to self-determination and maintain its territorial integrity in accordance with international law. Human beings are born with certain unalienable rights, including the property right; a group of people sharing cultures, ethnicities, religions, and other similarities have the right to do so, as long as it is just, can declare sovereignty, and have autonomous control of its borders and resources. The Republic of Poland has faced instances of its right to self-determination being taken away, such as the Axis Powers’ invasion of our country in the Second World War, and the Soviet Union’s takeover until its dissolution in 1991. The Republic of Poland recognizes the importance of having clearly defined borders, a living culture, and an autonomous government free of external interference; the Republic of Poland supports a state’s freedom to self-determinate, and its right to justly defend itself.

Topic: Improvement of the situation of women and girls in rural areas

The Republic of Poland reaffirms its stance to recognize and secure the liberties of all its citizens, including women in rural areas. Women living in these areas can often face challenges not normally found in urban areas, such as slower socioeconomic mobility, lack of safety, and impoverished resources. The dignity of women, even in the most rural of areas, shall be upheld. The Republic of Poland cherishes its citizens and strives to maintain and increase the well-being of all, through equal pay for equal work, health and safety, and clean food and water. Poland vows to devote time, resources, and awareness to the plights of women and girls in rural areas.

Topic: Our ocean, our future, our responsibility

The Republic of Poland is dedicated to real and lasting solutions to the climate crisis, especially as they pertain to the preservation of ocean ecosystems. Arvid Pardo, a Maltese Diplomat, claimed that the resources of the sea are of common heritage and must be protected as such. The international regime on the status of the ocean goes back centuries and is one of the oldest examples of international collaboration on common resources. Through the precedent set by the United Nations Conference on the Law of the Sea, United Nations Conference on Environment and Development, and the Sustainable Development Goals, there are significant guidelines to dealing with issues facing the ocean with an ecological perspective. The Republic of Poland has a history of participation with these international regulations and framework crafting. The Republic of Poland suggests that states solidify the frameworks established by the Sustainable Development Goals by creating a body to ensure the implementation of Goal 14, Life Below Water. It also suggests that inland states such as itself put resources toward creating and supporting alternatives to fertilizers, and address excess nitrogen and phosphorus causing the eutrophication of coastal waters. In Pope Francis’ words, “[W]e have to realize that a true ecological approach always becomes a social approach; it must integrate questions of justice in debates on the environment, so as to hear both the cry of the earth and the cry of the poor.” (Laudato Si’, 49). This call to action demonstrates an integral approach to the climate crisis, and should be considered if this body is to make feasible solutions to the climate crisis as they relate to our oceans.

Topic: Strengthening of the coordination of emergency humanitarian assistance of the United Nations

In the wake of Russia’s unlawful invasion of Ukraine, we continue to live in a world where respect for international law no longer takes precedence. Sovereignty continues to be violated at such a rate to where it is of the utmost importance to uphold solidarity with rightfully sovereign states and assert the demands of international law that strengthen peace. Believing in such, we take the stance that unwarranted aggression deserves to be met with proper and necessary emergency response by the United Nations to preserve the international community’s doctrine of peace. For the sake of safety and sustainability of humanitarian response programs, we value locally-led efforts in refugee crises, which can bring actors together earlier and more accessible for populations, while also reducing the risk of burnout in volunteers, overwhelmed systems, and the rise of anti-refugee sentiments. Our state has served 1.5 million Ukrainian refugees in wake of Russia’s unlawful 2022 invasion of Ukraine, and has done so through a localized agenda, which has proven to be more efficient in rapid relief, and more effective through stronger leadership placed at the forefront of the actual crises. The human rights of individuals deserve to be protected, for which the state of Poland is ready to step up and diplomatically participate in acting as a reliable partner with those deeply affected by the unjust harms implicated by invasion and colonialism, and we call upon the international community to follow suit.
To safeguard the explicit agreement of the international community outlined in International Humanitarian Law, we strongly urge compliance with protecting any persons who are or are not affected by hostility and warfare. In upholding the integrity of the United Nations, it is of the most importance that we collaborate to improve emergency response mechanisms to fortify IHL and encourage obedience to our international laws and organizations.

Topic: Nuclear security

The Republic of Poland desires nuclear sharing among EU and NATO member states. With growing concerns of Russian interference, the Republic of Poland believes that nuclear weapons would play an integral role in deterrence. Additionally, the Republic of Poland is working on a nuclear energy transition model with the goal of implementing a fully operational plant by 2036. The Polish government works in collaboration with the IAEA, which assists the Republic of Poland in their fulfillment of nuclear infrastructure goals. Poland looks to demonstrate collaboration via resolutions to further develop nuclear energy build up within Europe and create policies that support nuclear arms sharing.

Topic: Strengthening the Agency's activities related to nuclear science, technology and applications

Poland recognizes the need for nuclear science and technology to address global challenges such as energy needs, public health, and climate change. In accordance with the International Atomic Energy Agency (IAEA), Poland advocates for global collaboration to promote the peaceful application of nuclear technology and ensure its safe use. Through the Technical Cooperation Program of the IAEA, Poland advocates for peaceful uses and education of nuclear medicine, agriculture, and clean energy. Poland endorses the IAEA’s Medium-Term Strategy 2024–2029, which enhances collaboration with other United Nations agencies and develops programs such as Zoonotic Disease Integrated Action (ZODIAC) and Nuclear Technology for Controlling Plastic Pollution (NUTEC Plastics). With the development of nuclear technology, Poland promotes strict standards of protection, cybersecurity, and emergency planning to ensure that developments remain peaceful and sustainable.

Topic: Promoting alternative development as a development-oriented drug control strategy that is sustainable and inclusive

It is with both pride and concern that The Republic of Poland is motivated to promote a drug-control strategy alternative that is both sustainable and inclusive in order to reduce the harm that narcotics and other heavy substances might inflict upon our society by the way of strict but effective policies which not only heavily discourage the use, distribution, and purchasing of such substances, but encourage the development of our society. In addition, the Republic of Poland believes in treating the many physical and mental health issues which encourage and/or are the result of heavy drug use. While the Republic of Poland understands that the issue of heavy substances particularly cocaine in recent years has grown, we are fully confident that we as a nation will overcome such issues through responsible alternatives, cultivate a healthy society, and in turn nourish an environment in which the manufacturing, and distribution, of such substances become impossible.

Topic: Promoting comprehensive and scientific evidence-based early prevention

The Republic of Poland recognizes that the use of illegal substances has grown and that cannabis, opium and coca negatively impact the lives of over 300 million individuals worldwide and that the prevention of the illegal drug use within our borders is a critical step in mitigating the use, production and use of such substances. The Republic of Poland understands that a nation cannot simply pass regulations against these substances only to disregard the health and well being of the public, by way of public investment, infrastructure, funding towards mental health etc. By promoting an evidence-based approach to early prevention the Republic of Poland is fully confident that this approach alongside existing policies and regulations which we have established will prove to be efficient in upholding our goal of a society which has both a system which both heavily discourages the use of illegal substances, but also a system which prioritizes the prevention of illegal substance and the manufacturing as a critical component in the Polish vision.
