Topic: Reducing space threats through norms, rules and principles of responsible behaviours

The Republic of Finland stresses the importance of international cooperation within space threats. The delegation of Finland also believes in promoting peaceful and sustainable methods to decrease space threats through norms, collective cooperation, and regulation. Issues arise from space debris, threatening sovereignty due to the lack of enforcement and poor regulation. This delegation recognizes the importance of solidifying existing efforts to mitigate space debris, satellite threats, communications disruptions, and implementing strong principles, with a means to discourage an arms race. As a part of the European Union Space Surveillance and Tracking Consortium, Finland advocates for stable space laws and international security, recognizing the importance of scientific research and discovery to humanity’s understanding of the natural sciences.

Topic: The illicit trade in small arms and light weapons in all its aspects

Arms control agreements are complemented by international export control cooperation, which has an important role in the fight against terrorism and the realisation of human rights. Through its actions, Finland seeks to strengthen international arms control agreements and arrangements. Finland actively promotes nuclear disarmament and the non-proliferation of weapons of mass destruction. Finland will continue its active and constructive disarmament and arms control policies to promote international security, without weakening or questioning NATO’s nuclear deterrence. The Treaty on the Non- Proliferation of Nuclear Weapons (NPT) aims to prevent nuclear proliferation, to promote international cooperation in the peaceful uses of nuclear energy, and to further the goal of achieving nuclear disarmament. The International Atomic Energy Agency (IAEA) monitors the peaceful use of nuclear materials to prevent their use for manufacturing nuclear weapons. Finland has taken its turn as a Member of the Board of Governors of the IAEA, most recently in 2021–2024. The Comprehensive Nuclear-Test-Ban Treaty (CTBT) aims to prevent all nuclear explosion tests worldwide. The CTBT permanently bans any nuclear weapon test explosion or any other nuclear explosion. The Treaty will enter into force after it has been ratified by all contracting parties.

Topic: Role of the United Nations in promoting development in the context of globalization and interdependence

The Republic of Finland reiterates the role the United Nations plays in globalization and interdependence, projecting the UNGAs goals of eradicating poverty, reducing inequality, fostering sustainable development, and empowering women. President Alexander Stubb gave a speech presenting their position as a smaller state in the UN, interestingly speaking on how the World Order is shifting post Cold War, stating that smaller states need to unite in order to develop. “The power of a smaller country arises from its capability to cooperate with others.” He has a strong belief that the smaller states need to unite and work cooperatively with each other as to push for their own development. President Stubb mentions the technological capabilities the UN now has “never before … had such means of innovation at its disposal to solve the world’s most pressing problems.” Reinstating the importance of shared knowledge of technological innovations and using newer technology to further support smaller states. The delegation of Finland reiterates the notion that states of all statures need to work collectively in order to promote peace, development, and prosperity for all states and populations therein.

Topic: Protection of global climate for present and future generations of humankind

The Republic of Finland recognizes the importance of protection of global climate for present and future generations of humankind. In last year's UNGA Sweden spoke on being climate neutral by 2045. Ways to reach this they said were through private investments and other needed fundraising. They called out for reform for the multilateral development banks, which could support the cause better. Setting goals and working together with other countries to achieve these goals is the stance of Finland on protecting climate for the future.

Topic: Universal realization of the right of peoples to self-determination

The Republic of Finland has consistently supported the rights of all peoples to reach self- determination. Finland supports the idea of no discrimination, and supports civil and political rights of minorities. Finland fully supports international humanitarian law and the UN Declaration of Human Rights. As a sovereign state, Finland has the right to defend its own political status and to develop its social, economical and cultural values without external interference. Specifically, Finland fully supports Ukrainian self-determination in their struggle against the illegal Russian invasion. As a member of the European Union Finland fully supports all EU policies such as the European Convention for the Protection of Human Rights and Fundamental Freedoms.

Topic: Improvement of the situation of women and girls in rural areas

The Republic of Finland recognizes the importance of improving the situation women and girls in rural areas face. Insisting upon gender equality and empowerment of all women and girls is a fundamental human right that is essential for sustainable development. In a world where citizens are being told to speak up and share their voices with those that will listen, it is important for all genders to be heard equally and given the same rights. Under the Constitution of Finland (732/1999), Finland participates in international cooperation for the protection of peace and human rights and for the development of society. Women's rights and gender equality are both specifically listed as priorities in Finland’s international human rights policy. Through strategic influence on human rights and gender equality, Finland has led the way and made way for the United Nations to see the benefits and begin focusing on women, those with disabilities, etc. being included in, not only the organization itself, but the conversations being had as well. Finland believes that by incorporating more human rights and gender equality acts, women and girls will be further incorporated into society and given a greater voice.

Topic: Our ocean, our future, our responsibility

The Republic of Finland is proud to be a leader in conservation of our oceans from its role in the 1982 third United Nations Conference on the Law of the Sea to its ban on deep sea mining in 2023. The Republic of Finland emphasizes the need for this body to follow in the footsteps of Finland in water stewardship. Care for our oceans is a cornerstone of the Sustainable Development Goals, and as such is a major aspect of our Nationally Determined Contribution to the 1.5 degree limit on global warming. Finland's Water Stewardship Action Plan for 2023-2025 is managed by our Ministry of Agriculture and Forestry of Finland, Ministry of the Environment of Finland, Ministry for Foreign Affairs of Finland, and Ministry of Economic Affairs and Employment of Finland. This structure must be systematized into a framework that can be used by the states in this body. Furthermore, the Republic of Finland funds research necessary for the understanding of our ocean ecosystems. The Republic of Finland urges the body to increase funding to the International Oceanic Institute.

Topic: Strengthening of the coordination of emergency humanitarian assistance of the United Nations

The Republic of Finland has historically been a strong advocate for providing humanitarian aid across various areas of deepening crises both through the Ministry of Foreign Affairs, as well as collectively through IGOs such as the International Committee of the Red Cross (ICRC) and the UN Refugee Agency (UNHCR). The Delegation of Finland understands and continues to stress the importance of international cooperation and collective action regarding areas of conflict and humanitarian need. Cooperation of states within these IGOs is an important solution to the obstacles created by the varying conflicts seen today. Finland, as a long standing advocate for multilateralism and humanitarian principles, believes that effective coordination under the United Nations framework is essential to ensure timely, equitable, and efficient responses to emergencies caused by natural disasters, armed conflicts, pandemics, and the growing impacts of climate change. Finland acknowledges the pivotal role of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in harmonizing the actions of governments, UN agencies, NGOs, and regional organizations, but stresses that coordination must go beyond mere procedural alignment. It must foster genuine collaboration, accountability and resource sharing among all humanitarian actors. As climate-induced disasters intensify, Finland reaffirms its commitment to global cooperation through the Sendai Framework for Disaster Risk Reduction and the Paris Agreement, recognizing that prevention and preparedness are integral to humanitarian coordination. In conclusion, the Republic of Finland stands firmly in support of a stronger, more coherent, and inclusive United Nations led humanitarian coordination system that ensures rapid, equitable, and sustainable assistance for all those in need, reinforcing the collective responsibility of the international community to act with compassion, solidarity, and foresight in times of crisis.
