The topics before the First Committee are: reducing space threats through norms, rules and principles and the illicit trade in small arms and light weapons in all its aspects. El Salvador is committed to ensuring the reduction of crime in our and the surrounding nations. The nation of El Salvador is committed to protecting its citizens by creating and enforcing laws that ensure the safety of the country and promote growth within.
El Salvador recognizes that outer space is an increasingly vital domain for global communication, navigation, scientific research, and national security. As space technology advances, the potential for conflict in this arena grows, posing risks not only to space-faring nations but also to countries dependent on satellite technology for development and security, such as El Salvador. While our nation is not a central space-faring state, we are committed to promoting international norms, rules, and principles that prevent the militarization and weaponization of space. El Salvador supports transparency measures, the responsible sharing of space technology, and cooperative monitoring efforts to ensure that space activities are conducted safely and peacefully. We call on all Member States to uphold agreements such as the Outer Space Treaty and to work collectively to establish new frameworks that reduce space threats, prevent the proliferation of anti-satellite weapons, and safeguard the long-term sustainability of outer space for future generations. By doing so, El Salvador believes that the international community can foster a secure and predictable space environment, which benefits security and development worldwide.

Topic: The illicit trade in small arms and light weapons in all its aspects

El Salvador is deeply committed to creating a safe and secure environment for all its citizens, recognizing that national stability is essential for sustainable development and economic growth. High levels of crime, particularly gang-related violence and the illicit flow of small arms, continue to pose significant challenges to public safety and social cohesion. In response, El Salvador has implemented comprehensive strategies combining strict law enforcement with community-oriented initiatives to prevent crime and support vulnerable populations. These efforts include strengthening policing capabilities, improving judicial processes, and investing in rehabilitation and reintegration programs for at-risk individuals. Beyond security, the government prioritizes promoting economic growth through infrastructure development, education, and job creation, ensuring citizens can access opportunities that reduce their vulnerability to crime. El Salvador believes that by fostering both safety and socio-economic development, the nation can create a more prosperous and stable society while contributing to regional peace and security by reducing the factors that drive violence and instability in neighboring countries.

Topic: Universal realization of the right of peoples to self-determination

The topics before the Third Committee are the universal realization of the right of peoples to self-determination and the improvement of the situation of women and girls in rural areas. The Republic of El Salvador is committed to welcoming other states in partnership to create and further efforts of equality both domestically and abroad.
Universal Realization of the Right of Peoples to Self-Determination The Republic of El Salvador acknowledges the right of all peoples to self-determination. Self- determination is valued by The Republic of El-Salvador for our own involvement in conflicts for self-determination that began with our own founding in 1841. We are committed to ensuring the continuance and creation of democratic governance in our own country and others. We recognize that the power of a government arises from its citizens, and have enshrined the right of our citizens to ensure the proper exercise of democratic government in our 1983 constitution through insurrection and political participation. We are a proud participant in the Summit of the Americas conferences which have since their founding in 1994 stressed the importance of ensuring democratic governance in the Americas. The Republic of El Salvador is an author on the 2018 Draft Resolution “Universal realization of the right of peoples to self- determination.” We also supported the resolution “The right of the Palestinian people to self- determination” in 2024, and continue to support and author resolutions regarding the right to self determination in various United Nations bodies. The Republic of El-Salvador calls on nations to ensure the exercise of free democratic governance in themselves and their neighbors.

Topic: Improvement of the situation of women and girls in rural areas

Improvement of the Situation of Women and Girls in Rural Areas The Republic of El Salvador recognizes the importance of our citizens, specifically women and girls, in rural areas of the nation. In recent years, we have taken great strides towards minimizing the gender pay gap, opposing violence against women, and advocating for women’s rights. In our 1950 Constitution, we established legal equality between men and women. Additionally, we established a legislative decree in 1995 to protect women against violence in Article II of the “Comprehensive Special Law for a Life Free of Violence for Women” (LEI). Most recently, the United Nations’ member state in El Salvador collaborated with the government to create the “De Una! Transforming My Community” program. Sponsored by the UN Peacebuilding Fund, this program has empowered women and girls to advocate against violence. It has also created economic opportunities for women and girls in rural areas, and connected them with their communities. The Republic of El Salvador acknowledges the need for more initiatives and legislation toward this effort. As such, we desire to continue partnership with the government to create more programs advancing women and girls’ education in rural regions. We hope to encourage education for young women by potentially partnering with other nations and organizations.

Topic: Our ocean, our future, our responsibility

The topics before the General Assembly Plenary are concurrent: Our Ocean, Our Future, and Our Responsibility, and Strengthening the coordination of emergency humanitarian assistance of the United Nations. The Republic of El Salvador is committed to ensuring the well-being of all states through the work of this agency, and looks forward to productive and substantial work with fellow member states.
The Republic of El Salvador, as a small coastal nation, recognizes the importance of protecting the oceans as a shared responsibility globally. It is essential to climate stability, sustainability, and the overall well-being of future generations. Bordering the Pacific Ocean, El Salvador’s economy and community rely greatly on marine resources: fishing, tourism, food security, income, and trade. On the contrary, El Salvador faces serious problems regarding coastal erosion, marine pollution, overfishing, and climate change, which threaten lives every day. El Salvador is actively working both regionally and internally to promote ocean sustainability. It remains an active participant in the Central American Commission for Environment and Development (CCAD) supports the implementation of Sustainable Development Goal 14 (Life Below Water). Additionally, we contribute to the Our Ocean Conference commitments. El Salvador has worked toward the restoration of mangroves in the Jiquilisco Bay Biosphere Reserve. Furthermore, El Salvador has placed a ban on single-use plastics and made national coastal protection programs. These efforts work to strengthen marine safety, restore habitats, and promote sustainability. El Salvador calls upon the international community for more cooperation and involvement in marine research and understanding. The delegation advocates for the creation of additional marine protected areas, as well as global action and participation, to ensure the health and safety of our oceans and the prosperity of all people.

Topic: Strengthening of the coordination of emergency humanitarian assistance of the United Nations

El Salvador is extremely susceptible to natural disasters such as earthquakes, floods, hurricanes, and drought. Climate change amplifies all of these issues. The Civil Protection System works with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and others to strengthen preparedness, response, and aid for these disasters. As a fierce supporter of the Sendai Framework for Disaster Risk Reduction, El Salvador expresses the dire importance of prevention and cooperation. The delegation encourages the United Nations to promote better discussion among agencies and local authorities to ensure effective assistance. The Republic of El Salvador strongly believes in humanitarian action. Thus, it believes humanitarian action must be long-term. Not only is emergency response vital, but risk reduction as a preventative measure is equally as necessary. Strengthening the United Nations coordination and investment in being proactive against these disasters will better protect affected and potentially affected populations as well as promote sustainable recovery. The delegation strongly urges Member States to invest in disaster reduction and climate adaptation. Thus leading to a more effective, inclusive, and sustainable humanitarian action worldwide.

Topic: Nuclear security

The Republic of El Salvador recognizes the vital importance of maintaining global nuclear security to prevent the misuse of nuclear materials and to promote peaceful applications of nuclear energy. While El Salvador does not possess nuclear weapons or nuclear power plants, it fully supports international cooperation aimed at safeguarding nuclear materials, facilities, and technology from falling into the hands of non-state actors or being used for malicious purposes.
El Salvador reaffirms its commitment to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and the Convention on the Physical Protection of Nuclear Material (CPPNM). As a state party to these agreements, El Salvador advocates for the universal adoption and implementation of these instruments. Furthermore, El Salvador emphasizes the importance of regional collaboration through the Treaty of Tlatelolco, which established Latin America and the Caribbean as a nuclear-weapon-free zone, a key model for nuclear disarmament and non- proliferation.
El Salvador encourages the IAEA to expand assistance and training programs that help developing nations strengthen their nuclear regulatory frameworks, improve border detection systems, and enhance response capabilities to nuclear emergencies. Additionally, El Salvador calls for increased funding for IAEA initiatives that provide technical guidance and infrastructure development to ensure secure handling and transportation of radioactive materials used in medicine, agriculture, and research.

Topic: Strengthening the Agency's activities related to nuclear science, technology and applications

El Salvador acknowledges the IAEA’s critical role in advancing nuclear science and technology for peaceful purposes, particularly in health, agriculture, and environmental protection. Although El Salvador lacks large-scale nuclear infrastructure, it actively utilizes nuclear technology in several key sectors including radiotherapy for cancer treatment and isotope techniques for water management and agricultural productivity.
The delegation strongly supports the IAEA’s Technical Cooperation Program (TCP), which provides developing countries with the resources and expertise necessary to build scientific capacity. El Salvador believes that access to peaceful nuclear applications should be equitable and inclusive, ensuring that all member states benefit from scientific progress regardless of economic capacity.
El Salvador proposes that the IAEA expand collaborative research projects in Latin America that focus on using nuclear techniques to address climate change, food security, and public health challenges. The delegation also recommends the creation of regional training hubs in Central America to improve technical expertise and knowledge exchange among neighboring countries.
Through continued multilateral cooperation and IAEA support, El Salvador is committed to promoting the safe, secure, and peaceful use of nuclear science and technology for sustainable development and the well-being of all nations.
