The Kingdom of Cambodia emphasizes the importance of multilateral cooperation on political issues, such as reducing space threats through norms and principles of responsible behavior. Cambodia advocates for working together to prevent space from turning into a hostile environment. The Kingdom of Cambodia is committed to using space for peaceful purposes and activities; such as research, disaster relief, telecommunications, and sustainable development. We strongly oppose the placement of weapons in space due to the risk it poses for people on earth.

Topic: The illicit trade in small arms and light weapons in all its aspects

The Kingdom of Cambodia acknowledges that the trade and proliferation of small arms and light weapons pose serious challenges by fueling unrest, criminal activities, and armed conflicts, which in turn undermine peace, security, and sustainable development at both the regional and global levels. The widespread availability of these weapons also leads to profound humanitarian consequences, including physical injuries, displacement of communities, and lasting psychological trauma, particularly affecting vulnerable groups such as women and children. In recognition of these detrimental impacts, Cambodia firmly supports the Arms Trade Treaty as an essential framework to regulate the international arms trade, prevent illicit trafficking, and strengthen efforts to promote stability, development, and lasting peace within the region and across the world.

Topic: Role of the United Nations in promoting development in the context of globalization and interdependence

The Kingdom of Cambodia recognizes that in order for development to be promoted, states have to be willing to integrate other states economically and politically in order to cooperate at the international level, and the UN aids this. This integration includes recognizing states that may be of lesser power and working together in regards to trade, aiding each other politically, economically, and militarily when in need. The dependence on one another is a strong symbol of alliance. Understanding interdependence goes hand in hand with development, simply demonstrating the need for states to continue to be united on an international level so that peace and stability can be a constant, and the UN has long played a positive role in this development.

Topic: Protection of global climate for present and future generations of humankind

The Kingdom of Cambodia strongly recognizes the importance of protecting the environment and the global climate for future generations. Cambodia has been directly affected by climate change and wants to continue to promote not only the Sustainable Development Goals for Cambodia but also the Sustainable Development Goals for all states internationally. Due to the effects climate change has on Cambodia, Cambodia holds a deeper understanding of the importance of sustainability by implementing agreements that mitigate the effects of climate change, including ways to reduce it entirely, such as the Paris Agreement and the Climate Summit.

Topic: Universal realization of the right of peoples to self-determination

It is with great pleasure that the Kingdom of Cambodia states its unparalleled support for the right of peoples to self-determination. Recalling article 1(2) of the UN charter, the ability of all peoples to be allowed to determine their own destiny is a fundamental right. Cambodia prides itself on standing on this pedestal as an unparalleled advocate for this policy. Under the foot of colonial powers, Cambodia has absolutely suffered under the thumb of those unwilling to respect our wishes for sovereignty. In this day and age, it is becoming more important than ever to respect the wishes of others to choose their destiny and exist as a sovereign state. Especially considering the situation in Palestine, the Kingdom of Cambodia would like to extend its full hand of support to the Palestinian delegation. Our government has had cordial relations with the state of Palestine since 1988, a clear example of our willingness to respect the will of the Palestinian people to the right to have their own state, a decision we are more than willing to make for other countries, who have been under the fist of tyranny.

Topic: Improvement of the situation of women and girls in rural areas

The Kingdom of Cambodia prides itself on its willingness to treat both men and women equally before the law. The 31st article of our constitution guarantees that regardless of sex, as well as race, language, and beliefs, a person should enjoy the same rights as their comrades. In terms of marriage and family, our 45th article ensures that they are treated equally in this aspect. Cambodia has outlawed all discrimination against women, of which this statement is also included in the 45th article. While there are allegations of women still being mistreated or forced to submit to a more patriarchal tradition in certain regions of Cambodia, the law stands to ensure that their rights are protected. Past societal norms have encouraged this gender gap; however, in recent decades, Cambodia has worked diligently to better the lives of girls and women throughout the country. The Kingdom of Cambodia stands for the rights of women and girls throughout the world. We believe that equality for both genders should be cemented in the constitutions of all states, and that the laws of all states should represent their best interests.

Topic: Our ocean, our future, our responsibility

The Kingdom of Cambodia urges the global community to enact measures to preserve marine life and urges the community to act towards decreasing pollution. During the 2022 UN Ocean Conference, Cambodia expressed concern over marine pollution, climate change, and overfishing. Cambodia has agreed to and assisted in ratifying multiple resolutions and agreements environmentally protecting the oceans, such as The High Seas Treaty, which Cambodia’s prime minister Hun Manet signed on June 9th, 2025. Cambodia is committed to Sustainable Development Goal 14: “Life Below Water”. The Kingdom of Cambodia encourages other member states to recognize the importance of the ocean ecosystem and its commitment to the cause. For the sake of the welfare of future generations globally, as well as the preservation of marine life, Cambodia urges the global community to save our oceans.

Topic: Strengthening of the coordination of emergency humanitarian assistance of the United Nations

The Kingdom of Cambodia emphasizes the importance of emergency humanitarian aid assistance for those in crisis. Cambodia has directly benefited from the UN’s coordinated humanitarian assistance programs, particularly from the UN Office for the Coordination of Humanitarian Affairs (OCHA), and now extends empathy towards those who would also benefit from humanitarian assistance. In recent years, as the Kingdom has continued to develop, Cambodia has shifted from a recipient to a supplier of UN humanitarian aid. Further, its delegation regularly advocates for UN collaboration on humanitarian aid. Cambodia is particularly concerned with the AIDS pandemic and has recently signed a pledge with UNAIDS for 100,000 USD in funding. After the meeting of the UN Human Rights Council on June 16, 2025, a goal was set to help 114 million people facing life-threatening needs across the world. Cambodia is committed to this goal, and to succeed, this goal needs 29 billion USD in funding. Cambodia reminds all member states of the UN Sustainable Development Goals, in which humanitarian aid funding is essential to achieve. The Kingdom of Cambodia stresses the importance of humanitarian aid funding to the global south.

Topic: Nuclear security

The Kingdom of Cambodia has long been an advocate for strong nuclear security and the non- proliferation of nuclear weaponry. Cambodia has participated in many treaties and policies in order to increase nuclear security. Article 54 of Cambodia’s constitution prohibits the development and storage of nuclear, chemical, or biological weapons, further affirming Cambodia’s stance on the non-proliferation of nuclear weaponry. This has remained clear since 1972 as well, when Cambodia signed the Nuclear Non-Proliferation Treaty (NPT). Cambodia has also signed the Treaty on the Prohibition of Nuclear Weapons (TPNW) in 2019. Cambodia has long advocated for the implementation of instruments to disarm nuclear weaponry when need be, and has long asserted this idea post-COVID. Cambodia had also reasserted in 2021 that it does not possess any form of nuclear weaponry for these previously stated reasons. The Kingdom of Cambodia affirms its commitment to non-proliferation ideals while also strengthening national institutions that regulate the use of nuclear security.

Topic: Strengthening the Agency's activities related to nuclear science, technology and applications

The Kingdom of Cambodia strongly supports the strengthening of activities within the IAEA, and encourages the close cooperation of international partners on the development of nuclear science and application. Cooperation with the IAEA aids in the safe usage of nuclear technology, the security of nuclear technology, and the legal application of nuclear technology in industrial, agricultural, or medical settings. By strengthening the activities of the IAEA and the usage of technical cooperation programs, it would aid in seeing the effects previously achieved by the international organization. Cambodia has used nuclear energy in the past for agricultural management, safe water management, and in the medical field. The IAEA serves as an organization that can create conversation about the application of nuclear science and find solutions concerning nuclear-related activities. The Kingdom of Cambodia has long supported strengthening the use of the agency to encourage international cooperation related to nuclear science.
