| Albania believes that disarmament and development are linked, as excessive militarization
 diverts resources from education, healthcare, infrastructure, and innovation.
 The Republic of Albania advocates for policies that encourage the reallocation of military
 expenditures toward socio-economic development and sustainable projects. Albania emphasizes the importance of integrating disarmament into development agendas and fostering regional frameworks that promote trust, non-proliferation, and peacebuilding. Redirecting scientific and industrial capacity from weapons production to clean energy, medicine, and technology advancement will strengthen and reinforce international security. | |

| The Republic of Albania recognizes the threat posed by the illicit trade in small arms and light
 weapons (SALW),  particularly in regions undergoing political transition or post-conflict
 recovery.  Albania emphasizes that uncontrolled weapons circulation undermines security, 
 development, and human rights. Albania supports the program of action to prevent, combat, and eradicate the illicit trade in SALW and advocates for strengthened international cooperation in monitoring and regulating arms transfers. Albania encourages capacity-building programs for states with limited resources, including border security enhancement, national weapon registries, and customs enforcement. Furthermore, Albania supports regional cooperation, particularly in the Balkans, to combat cross-border trafficking. Transparency in arms transactions, including compliance with the UN Register of Conventional Arms, and the promotion of voluntary weapons collection programs are essential steps toward lasting peace and stability. | |

| Albania is putting plans aggressively on Climate change with national plans and not to mention renewable energy investments. Albania along with most countries is aiming for net-zero emissions in 2050. Albania is moving its energy mix away from hydro power. Albania has now started to enhance energy resilience. Albania has started several large solar developments. This is a significant step toward clean energy and reduce reliance on seasonal hydro power. While the progress was slowed by the 2019 earthquake and the COVID-19 outbreak, Albania is making progress with over two-thirds pf its planned climate measures. This is also backed by global partners and private capital. This is leading Albania to a more sustainable and low- carbon future. | |

| We the Albanian Delegation are committed to upholding climate systems to combat anthropogenic greenhouse gasses that cause Climate change. CO2 emissions cause major impacts to local ecosystems and the Biosphere. We the Albanian delegation recognize the impact of climate change on future generations and the future of our planet. We are committed to combating climate change as it is most likely to impact small countries like Albania even though our country contributes extraordinarily little to Global Greenhouse gasses. | |

| Topic: | Universal realization of the right of peoples to self-determination |

| The delegation of the Republic of Albania seeks to reaffirm its commitment to the universal
 recognition of the rights of peoples to self-determine. The origins of this support stem from 
 much of Albaniaâs own history of being oppressed by a greater power, for example the four 
 hundred and thirty three year occupation by the infamous Ottoman Empire, from 1479 to the 
 1912 Albanian declaration of independence, then more modernly the German Nazi 
 governmentâs take over of the then-Albanian Kingdom from 1943 to 1944, resulting in the 
 deaths of 30,200 Albanian military personnel and civilians. Simply put, the delegation of 
 Albania, would like to urge its fellow delegates on the General Assembly's, Third Committee of 
 Social, Cultural and Humanitarian issues, to pursue this area of international relations with 
 positive action. Regarding the Republic of Albania's own present circumstance pertaining to this topic in the context of national relations towards its geographical neighbor the Republic of Kosovo, which holds a population that is 87% Albanian. It has been long discussed a unification between the two republics, and the delegation of Albania would like to propose more movement towards this end goal, something that 80% of Kosovo citizens have desired for along with 68 percent of Albania. This would be beneficial as both Kosovo and Albania have been distanced from the regional organization, the European Union, and thus find themselves to be isolated, both socially, economically, and defense wise from their near allies. Given this isolation Kosovo and Albania have the potential to make themselves stronger as a nation to better sustain themselves, along with becoming a better candidate for European integration and potential membership in the EU. Membership has been dangled in front of both states with no visible progress, Kosovo since their Prime Minister Albin Kurtiâs application on December 15th 2022 and Albania, further back, since April 28th, 2009. | |

| Topic: | Improvement of the situation of women and girls in rural areas |

| The Republic of Albania acknowledges that gender-based violence constitutes a major 
 problem that most urgently needs to be addressed. Women's and girls' rights is on top of the 
 government agenda and the Albanian authorities are making great efforts, in full compliance 
 with the Convention on the Elimination of All Forms of Discrimination Against Women 
 (CEDAW), to bring about the necessary changes, with the aim being very clear: to guarantee 
 the respect of women and girls' human rights without discrimination. In various rural communities women become the hardest hit in the case of domestic violence and have a much higher danger of such abuse. The country of Albania has taken significant measures and passed multiple laws in this regard, e.g. Law No. 9669, "On measures against violence in family relations," which broadened definitions of domestic violence in the areas of psychological, physical, sexual, and economic abuse. Unfortunately, enacting these protections in rural regions is still posing great difficulty. Certain cultural practices, combined with limited resources available to those in rural areas has increased issues around offering viable and safe courses of action to victims of domestic abuse. Moreover, Albania asks for the international community's cooperation to set up well- organized aid programs in the rural areas as part of the future plans. This aid must include legal assists, counseling, and emergency relief shelters. All of this can provide women and girls with the vital tools to escape situations of domestic violence and abuse. The other important issue we bring forward is that law enforcement officers, judges, and social workers should have the most recent qualifications and training to ensure that help is reached out to those in need. Albania is ready to cooperate with other Member States to put an end to gender-based violence in rural communities. Building a better future for all women and girls is achievable through protection and prevention methods. | |

| Topic: | Our ocean, our future, our responsibility |

| Albania recognizes the ocean as a common good of worldwide significance, vital to our livelihoods, and essential to a planet's ecosystem and economy. Albania, as a Mediterranean country with a significant length of coastline, has a particular duty to known and limit the impact of pollution on the marine environment, to develop fisheries in a responsible way, and to work against climate change. What we do for ocean protection is, in fact, an investment in humanity's future precisely because the ocean is beautiful, but we do not have the privilege; it is a necessity and a responsibility. While Albania has made progress in reaching sustainability in waste disposal management, we are ready to strive for sustainability in fisheries, and to fulfill international obligations in preserving the marine environment. But we cannot do it alone! Hence, we believe in support for cooperation at a multilateral level increased use of partnerships and capacity building, sustainable fisheries, and partnerships multiplicatively for priority of health of the ocean for future generations. Therefore, Albania calls upon all member states at this one moment in time action together, quickly, and concertedly for the action we need to take! For our oceans, for our future, for our shared responsibility! | |

| Albania calls upon the United Nations and its members to strengthen their commitments to emergency humanitarian assistance! The United Nations has a responsibility to respond to crises and support states and individuals in need. Albania calls upon the United Nations to do more. To provide better humanitarian assistance to those in emergencies. To provide an understanding that emergencies can affect any member, at any time. To provide a better understanding with all states being interconnected that one emergency makes it an emergency for all. Having been a border state to a current and rising emergency humanitarian assistance, there is need for greater numbers of assistance. Kosovo, being the in the situation that it is, its situation is a perfect example of how the United Nations, and its members need to coordinate a larger effort in creating sustainability for those in need. We can no longer stand by and watch hundreds of millions of people around the world suffer because of our omission. Albania calls upon all member states at this, one significant moment, to act, to support, and lead their fellow states in a direction that serves all! Albania seeks to strengthen the coordination of emergency humanitarian assistance of the United Nations across the globe. | |
