Panama Submits a Press Release in GA1

The safety and security of space for the advancement of science, technology, and the safety of mankind is essential. However, the threats that are posed to these peaceful ventures are numerous and ever present. In particular, these threats include but are not limited to the mass quantity of both geostationary and non-geostationary satellites, extraplanetary objects entering our orbit and debris from destroyed satellites. The latter is the most pressing concern out of those listed, as increased global tensions has brought more attention to anti-satellite (ASAT) weapons, including an increase in testing. In 2022, the General Assembly First Committee passed a resolution calling for a ban on ASAT testing, and it is time to build that framework. Panama is working diligently along with Member States across the Global South and other Member States who are still developing their space programs to create this framework along with that of the creation of a mechanism to address the issues of traffic in our orbit. That would be a potential future UN-managed Space Traffic Coordination Mechanism (STCM). The STCM would be guided by the 4 T’s: Transparency in communication and location, Trust building among Member States, Technology and data sharing among Member States, and Treating the security and sovereignty of each Member State’s government operations in space just as critically as the management of civil space traffic. It is these solutions that we envision as an effective stopgap while we as a global community build the technology, capacity and permanent capabilities in space in order to keep space a peaceful place where we can improve our conditions as a global community. It is through data sharing, trust and cooperation that we can save our planet.
