Brain Drain and Beyond: GA 2 Debates Incentives, Norms and Structural Revisions

Moving beyond fair trade and monetary assistance, Albania focused on Member States development through sustained growth of their own people. In the Second Committee’s morning meeting on 23 November 2025, Albania informed Representatives of a phenomenon called a brain drain, where educated individuals leave their home countries to find better economic opportunities. Representative Ava Schmollinger of Albania said, “Creating a better educational system where people can have better resources in their own countries,” arguing for stronger domestic support to maintain talent. Albania noted how Mexico’s economic instability, insecurity and limited professional development opportunities have pushed people to migrate abroad.

Türkiye, while working with other Representatives, advocated for broader structural challenges facing developing Member States. Türkiye emphasized stronger bilateral trade based on mutual support rather than dependency, seeking relationships that allow Member States to prosper and not remain under monetary control of one. Representative Justus Nelson of Türkiye said, “We see economic cooperation as a matter of when, not if.” Representatives have come to an agreement of wanting to see tangible, immediate change, with incentive based norms and values driven development policies with a hope of transparent infrastructures. Despite the range of proposals and agreements, many Representatives voice frustration that the challenges being discussed are repetitive and have been talked to the point of exhaustion. Several Member States shared their thoughts about similarity between resolutions and dislike for inability to agree on topics. Representatives have urged others to move beyond repeating commitments and moving towards real action that will benefit all.
